Lillian Carol (Thomas) Fobbs was born on December 17, 1945 to the late Haywood and Luvenia (Patrick) Thomas. God called her home in July 19, 2022. She was proceeded in death by her first husband Leon Welch-Bey and second husband James A. Fobbs, grandson Tevin J. Welch, brothers Haywood Thomas, Jr. and Arlington "Cake" Thomas, Sr., sister Jonsin Mae Mitchell. She grew up in Hampton (Elizabeth County), Virginia where she graduated from George P. Phoenix High School in 1964.
