Mrs. Norma Shirley Rowe Drummond of Hampton, Virginia was born on March 10, 1937. She was the beloved daughter of Ms. Martha Rowe and granddaughter of Willie and Melvina, "Nannie" Rowe. Shirley was educated in the Hampton School system. In 1959, Shirley married her knight in shining armor, the late Charles W. Drummond. They did a gracious waltz through life together for 33 years until his death on November 21, 1991. From their union, they were blessed to have six children.

Shirley supported her husband Charles through his years of service in the Army, followed by his 25 years of service in the Hampton City Police Department. Shirley devoted herself to a public service career in teaching. She taught at the Roy Bright Private Primary School for many years. Shirley loved caring for, raising, and nurturing children. She followed her passion and started her own home daycare business, Shirley's Home Daycare. She was a certified Reading Specialist and took great care and joy in teaching young children to read.

Shirley was a devoted member of First Church of Newport News, Baptist in Newport News, Virginia. She remained a member there until her passing on March 27, 2023. She read the entire Bible at least once a year and often twice a year. She never missed an opportunity to hear the word from her Pastor.

Shirley touched the lives of everyone she knew with her sweet, loving spirit. She showed unconditional love to everyone. Shirley's house was often bustling with visitors and was a place everyone felt at home. She extended her loving spirit to everything she did, including taking care of her beautiful plants. Shirley sent cards to family and friends for holidays and birthdays, to let them know how special they were to her. Shirley loved her family dearly. As their mother, Grandmother and Great-grandmother, she always encouraged them to love God, pursue their education and follow their dreams.

Shirley is survived by a devoted friend and faithful companion, Dexter Brown; sister, Juanita Williams; children, Cheryl Neal and husband Milton Neal; Pamela D. Wise, and husband, Captain James E. Wise II, USN (Ret.); Patricia Couser; Charles Drummond, Jr; foster children Gloria Wiggins and husband, Eli Wiggins; Edward A. Williams and his significant other, Brenda L. Page, Esquire; and a host of nieces, nephews, cousins, friends and neighbors.

Shirley was known as Grandma, Gran, and Granny to sixteen Grandchildren and twenty-three Great Grandchildren. Tydell Drummond, Sr. and wife, Roxanne Drummond (Reanne, Tydell, Jr., Justine, Tyshel, Tyller, Tyger); Natario Couser, M.D. and wife,  Deanna Courser, M.D. (Tyce, Jase, Emerson, Brenden); Rajaka Tucker and husband, Ronald Tucker (Christopher, Kiya, Caden, Kiera, Brooklyn); Taurice Couser and Jennifer Molloy (Neon), Shukaia Johnson, Jeremiah Johnson, Ashley Wise and Fiance', DeKarlos Lewis; James Edgar Wise, III, and wife, Latisha Wise (James IV, Lola Ruth); Crystal Hence and husband, Derek Hence (Ryan); Kimberly Scott and husband, James Scott (River, Rain); Nicholas Drummond; Resh Carr (Darius); LaRue Carr; Naeemah Pierce and husband, Dominic Pierce (Dajania), Teriah Carr, and Caleb Carr. The Grandchildren and Great Grandchildren were Shirley's world.

Mrs. Drummond's remains rest at the O. H. Smith & Son Funeral Home. Viewing will be from 12-3 p.m. on Saturday, April 8, 2023 at the funeral home.  Homegoing Service will be held at 11 a.m. on Monday, April 10, 2023 at First Church of Newport News Baptist, 2300 Wickham Avenue, Newport News, Virginia 23607.  Interment will follow in Hampton National Cemetery.  O.
